On the old licencing model, you purchased a specific version and that was the version you were stuck with. When Microsoft launched the latest version, it meant that you needed to re-purchase your Office licencing again to access the new updates and benefits. The cycle continued, with every few years the need for another large outlay to stay up to date, safe and compliant.
